9/11 Ceremony scheduled for Sunday
Where were you when the world stopped turning? September 11, 2001 is a date that few of us will ever forget. In the 10 years since that tragic day when the United States was attacked on its own soil, changes have come to the way we work, live, and celebrate life.
To mark that 10th anniversary of the 9/11 attacks, emergency agencies in Martinsville and Henry County have scheduled a ceremony of reflection. It is set for Sunday, September 11, at the Martinsville High School auditorium at 2 p.m. The event is free and open to the public.
County unveils energy kiosk at Administration Building
Need some energy-saving tips? Want to know what's going on in the Parks and Recreation Department, or when's the next Board of Supervisors meeting? Check out the new interactive kiosk in the lobby of the Henry County Administration Building.
Henry County's efforts to save energy and inform citizens on how they can do the same have culminated with the unveiling of the interactive touch screen kiosk. Citizens can use the kiosk to research "green" tips and energy-saving suggestions. The kiosk also includes real-time energy data from the Administration Building, the County Jail, The Sheriff's Office, and the Henry County Courthouse.
The kiosk also includes a screen for promoting community events, County meeting dates, new programs available to citizens, and other County information.
The kiosk is the last of three energy conservation projects put together by County personnel working with Trane, Inc., the County's energy partner. Funding sources for the projects originated with the American Recovery and Reinvestment Act (ARRA) through the Energy Efficiency and Conservation Block Grant program. That program was administered through the Virginia Department of Mines, Minerals, and Energy.
The County received a $44,000 grant for the kiosk project and provided a local match of $5,000. Henry County also received a $275,998 grant to do a lighting retrofit throughout the Administration Building and a grant for $460,000 for the hot water project at the County Jail. Each of those projects required a local match of $50,000.
County personnel are monitoring energy expenses since the upgrades, and preliminary data indicate the County's energy bills are down since the project began.
"We think it's important to set an example," said County Administrator Benny Summerlin. "All of us have to be smarter with our energy consumption, and we can't expect our citizens to do so unless we do it too."

Bus system shatters records for August
August was a month for records for the Piedmont Area Regional Transit (PART) bus system.
According to figures provided by RADAR of Roanoke, which manages the local system, ridership reached 1,746 people for the 30-day period which ended Thursday, August 25. That number easily topped the previous record of 1,564 riders in February 2011.
The PART system also set a single-day ridership record of 117 riders on Wednesday, August 24.
This month's total included 1,017 riders boarding in the City of Martinsville and 729 riders boarding in Henry County. Martinsville's most popular spot was the City Municipal Building with 148 riders, while Henry County's top spot was Wal-Mart with 194 riders for the period.
PART is a fixed-route system that runs 7:30 a.m. to 5:30 p.m. Monday through Friday. It is managed by RADAR of Roanoke, a non-profit organization that has organized and maintained both public and private human service transportation for more than 30 years.
The current route schedule is posted on Henry County's website - www.henrycountyva.gov - and the City of Martinsville's website - www.martinsville-va.gov - and is available at the County Administration Building and the City Municipal Building. RICHMOND – Governor Bob McDonnell announced today that Applied Felts, the world’s largest independent manufacturer of quality felt liners for the cured-in-place-pipe (CIPP) industry, will invest $6 million to expand its operation in Henry County. The project will create 40 new jobs.
Speaking about today’s announcement, Governor McDonnell said, “Applied Felts is a true Virginia success story. The company established operations in Henry County nearly 15 years ago with nine people, and now employs 128 full-time. This investment and expansion creates 40 more valuable employment opportunities in a dynamic region that is on the rebound economically.”
“Henry County and the surrounding region are on a great upward trajectory,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “Just last week the Governor announced 539 new jobs for Henry County, and today brings great news of another 40 jobs. Applied Felts has experienced significant success and growth at this location, and I congratulate the company on further expansion.”
As the world’s leading felt liner manufacturer, Applied Felts, a subsidiary of U.K.-based W.E. Rawson Group, has successfully relined more than 35 million linear feet of pipe using the CIPP rehabilitation process. Offering complete end-to-end custom manufacturing capabilities and products that are ISO-9002 certified, Applied Felts has more than three decades of expertise in the industry and is dedicated to ensuring its liners seamlessly integrate into customers’ CIPP process. From the selection of the finest fibers and coatings to the finished product, every Applied Felts liner is custom-designed to meet exact specifications.

The Virginia Economic Development Partnership worked with Henry County and the Martinsville-Henry County Economic Development Corporation to secure the project for Virginia. The Virginia Tobacco Indemnification and Community Revitalization Commission approved $175,000 in Tobacco Region Opportunity Funds for the project. The company is eligible to receive benefits from the Virginia Enterprise Zone Program, administered by the Virginia Department of Housing and Community Development. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance will provide funding and services to support the company’s recruitment and training activities.

Guidelines established for bids on former schools
The Henry County Board of Supervisors has established guidelines for the disposition of the former Irisburg Elementary School or the former South Martinsville Annex.
The following guidelines are in place for purchasing either or both of the facilities:
• All proposals are due in the County Administrator's Office no later than Monday, May 2 at 5 p.m. • The proposals must include: o Name of the person or group proposing to buy the property o Proposed use of the facility o How the proposed use will fit in with the surrounding community o The best purchase price the applicant can offer, based on the following starting minimum bid prices:
Irisburg Elementary School - $100,000 South Martinsville Annex - $75,000
The Board of Supervisors also reserved the right to reject any and all proposals. The two facilities were closed by the Henry County School Board following the 2009-2010 academic year and their ownership reverted to Henry County. After the required public hearing took place tonight, the Board of Supervisors unanimously approved the requirements as outlined. Questions may be directed to the County Administrator's Office. The County Administrator's Office is located on the fourth floor of the Administration Building on Kings Mountain Road.
Proposed budget to be presented April 5
It is spring, and that means it is budget time. The proposed 2011-2012 Henry County Budget will be presented by County Administrator Benny Summerlin on Tuesday, April 5, at 5 p.m. The presentation will take place in the fourth floor conference room at the Henry County Administration Building and is open to the public.
The Board of Supervisors and County staff will hold a budget work session on Thursday, April 7 at 5 p.m. That meeting also will be in the fourth floor conference room and also is open to the public.
The public can present its input on the County Budget and the Henry County Schools budget at a public hearing on Monday, April 18, at 7 p.m. That meeting will take place in the first floor meeting room of the Henry County Administration Building.
The Board is scheduled to adopt its FY 2012 budget on April 26 at 3 p.m. and is scheduled to appropriate it on May 24 at 3 p.m.
April established as Distracted Driving Awareness Month
DRIVE SMART Virginia and the federal government are recognizing April as Distracted Driving Awareness Month in order to bring attention to the risky behavior of using cell phones and texting while driving.
Driving is the most dangerous activity a person does on a daily basis and full concentration is required. Studies have shown that brains cannot effectively multi-task and instead shift from one task to the next. Therefore, when doing other tasks while driving, our minds are forced to split attention and are not 100% focused on the road ahead.
One of the most serious distractions is texting behind the wheel, which is illegal in Virginia. Studies have found a person texting while driving is 23 times more likely to crash. Cell phone use is also very dangerous; research shows that people are FOUR times more likely to get into a crash than someone driving without distraction from the phone. And because cell phone use occurs more frequently and for longer durations than other risk behaviors, it's the #1 source of driver inattention behind the wheel. There has been no difference found in the cognitive distraction between hand-held and hands-free devices.

RICHMOND – Governor Bob McDonnell announced today that ICF International, a global professional services firm, will establish its first operations center for Business Process Management (BPM) in Henry County. The $15 million center will create 539 new jobs. Virginia successfully competed against Georgia, Maryland, Tennessee and West Virginia for the project.
Speaking about today’s announcement, Governor McDonnell said, “This project is truly transformational for Henry County. ICF International is a Virginia-headquartered company that was seeking a location for its first operations center for BPM. After a highly competitive process, the company determined that Henry County offered the right location in the Patriot Centre Industrial Park and an available workforce eager for the opportunity. An investment of this caliber, as well as more than 500 new jobs, is tremendous news for Southern Virginia.”
“I would be remiss to not recognize the great teamwork of the Administration, the Virginia Economic Development Partnership, the Martinsville-Henry County Economic Development Corporation and the Mid-Atlantic Broadband Cooperative, who all worked together to ensure that ICF International picked Henry County,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “We are thrilled that the company chose the Commonwealth for this operations center.”

DANVILLE – On behalf of Governor Bob McDonnell, Lieutenant Governor Bill Bolling today announced the establishment of the Southern Virginia Regional Alliance (SVRA), a regional marketing partnership between the cities of Danville and Martinsville, and the counties of Halifax, Henry, Patrick and Pittsylvania, created to more effectively promote the assets of the six participating localities.
Lieutenant Governor Bolling was joined by representatives from the six localities, the Virginia Economic Development Partnership, the Virginia Tobacco Indemnification and Community Revitalization Commission and the Administration to launch the partnership at the Institute for Advanced Learning and Research in Danville.
Speaking about today’s announcement, Governor McDonnell said, “This is exactly the kind of proactive and cooperative effort that is so crucial to facilitating economic growth and private sector job creation. We face a tough and competitive global economy. We are competing daily against China, Singapore and India. We can’t undermine our collective effort as a Commonwealth by inadvertently competing against each other at the same time. Regions must work together to bring good work opportunities to our citizens. That is what the Southern Virginia Regional Alliance will do. This partnership will maximize the tremendous resources found in each Southern Virginia locality, and make the region an even more attractive location for new employers. This Alliance will get results, and the result will be new good-paying jobs for Southern Virginia.”
Lieutenant Governor Bolling commented, “Experience has taught us that our economic development efforts are more successful when regions of the state work together, rather than compete with each other. Last year, Governor McDonnell and I forged a partnership with these localities that encouraged them to work together to promote their region as a great place for business. They accepted our challenge and they have more than risen to the occasion. I really do believe that these localities have done more in the past year to forge a working economic development partnership than any other region of the state, and I am confident that their cooperation will produce positive results. I’m just pleased that we were able to play a role in helping put this partnership together, and I look forward to working with them to bring more jobs to Southern Virginia.”
Joining together as the SVRA, local economic development directors will partner to develop a unified marketing campaign, promote the region’s assets and identify key industry sectors that align well with the communities strengths to attract new business, industry and jobs to the region.
The SVRA hosted a dozen CEOs and site selection executives from around the country in October at Primland in Patrick County. The group had the opportunity to discuss regional economic development assets, tour the region and attend a race at Martinsville Speedway.
The SVRA is currently in the process of selecting an executive director and has plans for a website and other marketing tools.
Sherman Saunders, Mayor of the City of Danville, stated, “The Southern Virginia Regional Alliance will give us the opportunity to combine all of our individual strengths, enhancing our ability to attract quality economic development projects. I look forward to working with our regional and state economic development partners, as we move ahead and commit to a strategic and united message – Southern Virginia is ready to bring new job creation and increased capital investment to the region.”
Mike Sexton, Executive Director of the Halifax Industrial Development Authority, said, “We applaud the forward thinking of the administration and their efforts to bring Southern Virginia together. Having a single point of contact will improve our efforts to bring quality employers and investment to the region.”
“The Martinsville-Henry County Economic Development Corporation (MHCEDC) understands the importance of regional marketing to the consulting and corporate world,” says Amy Lampe, Chairman of the MHCEDC. “So, we are happy to underwrite our community’s share of the cost of this important initiative, which will align Southern Virginia with the rest of Virginia and most states method of marketing economic development by regions.”
Tom Rose, Patrick County Administrator stated, “Patrick County is excited to be a partner in the newly formed Southern Virginia Regional Alliance that will be able to offer a dynamic and growing market for locating and expanding firms in order to bring more jobs to the entire region.”
“This is a big step forward for this area and regional cooperation,” commented Tim Barber, Chairman of the Pittsylvania County Board of Supervisors.
To help launch the effort, the Virginia Economic Development Partnership will provide $200,000 over two years that will be matched by the six participating localities and the Tobacco Commission. As a result, SRVA has secured $600,000 to develop an economic development marketing plan to aggressively promote the region.
Senator Frank Ruff (R-Mecklenburg), Vice Chairman of the Tobacco Commission, stated, “The Tobacco Commission is glad to be part of this regional effort. We believe that the assets of each community can have greater impact working together. We cannot expect individual cities and counties to compete if we hope to be part of the international economy. To be a player in today’s economy, we must work in tandem with neighboring communities.”

PUBLIC WORKS Public Works held a pre-construction meeting with representatives of Joyce Engineering and Shamrock Environmental regarding the landfill closure construction project. Engineering personnel are continuing to work with VDOT, Schwartz & Associates, and Norfolk Southern regarding the Starling Avenue bridge project.
The Municipal Building security project is scheduled for completion by June 1, and Leon Towarnicki is working on a building parking plan as part of the security project.
Public Works finished up installation of new lights, painting, and floor cleaning in the former Leisure Services area in the basement of the Municipal Building, paving the way for the Commonwealths Attorney to expand office space.
Work continues to assist with renovations at Druid Hills School for the relocated Leisure Services office. Stairs have been installed at the end of Pine Street to access the Rails to Trails project. Public Works has coordinated efforts with the EDC regarding new City entrance signs. Over the next few weeks, Public Works and Communications will work to replace the current light fixtures in Council Chambers with new, high-efficiency lights that help render better color for television broadcast applications.

Martinsville provides Mustangs Update

Martinsville has announced that Scott Coleman has completed promotional television advertisements for Martinsville Mustangs season ticket sales, and the initial commercial in a series of Take Pride, Martinsville campaigns.
The Martinsville Mustangs season starts May 30, with the first home game Thursday, May 31. Season ticket sales have been solid, and advertising sales have been brisk. The first new advertising signs went up at Hooker Field Thursday before rain started. A total of 15 new and replacement signs will go up over the next two weeks in preparation for the season.
Pocket schedules have been taken to Collinsville Printing, and will be distributed the week of May 11 in retail outlets around the...
